Knockdown is kinda a Hollywood thing, but that's ok, because DL/HOE can
be fairly cinematic. However, the problem I have with your system is
that we already have Stun checks, which are pretty much the same as
Knockdown. Why do we need another dice roll? Also, you don't describe
the effects of Knockdown. What happens if the target misses his Strength
roll?

Ok, this isn't a bad idea, but the odds of two targets lining up exactly
is usually slim to nil... It can happen, though. Some thoughts,
though... when a projectile has enough kinetic energy to completely blow
through a target, it generally does a lot less damage, since it doesn't
transfer the majority of its kinetic energy to the surrounding tissue.
But whatever energy it does lose isn't available when it hits a second
target, so maybe it might be a good idea to drop the die type on the
next target. However, what you're really trying to create here is
Cinematic Effects, so injecting that much realism into this is probably
not a good idea.
