I want to second this - as 80-90% of the power generated by the dam goes to
California (after all - they paid for 80-90% of it. Though I heard that
Nev and Ariz have recently renegotiated), it's very unlikely that either
the USA or CSA would shell out the HUGE amount of bucks to build this.
You can sidestep the issue by the fact that A - it hasn't been build in the
Deadlands setting, and B - it's gone in the HoE setting. Believe it or not
- Vegas (real world) would have been likely been blown off of the map in a
nuclear exchange, situated in the center of a rough triangle in Nellis Air
Force Base, Hoover Dam, and the nuclear testing grounds. Even if nobody
wanted to waste a bomb on Vegas itself, the Nellis and Hoover strikes would
leave Vegas irradiated and without water.
If you want it around - there is some precedent in the HoE books of the USA
and CSA working together - I think that in one of the books it was
mentioned that they worked side by side to stop Hitler. (don't quote me on
that though). Just state that in the one of the more cooperative phases,
they agreed to jointly build the Dam, with California footing most of the
bill again.
Heck - you could even say that the Dam survived the war as both sides
considered it too valuable to give up.
