Well - flamethrowers have probably gone "out of style" due to the changes
in modern warfare.  But if someone found an old WWII-ish flamethrower I'd
probably:
-Double the max. range but leave the max. width of the cone the same.
-Built in choke
-Raise the damage to d20 type, but apply only half the damage initially.
The rest of the damage comes from the flaming gel that is now on your skin,
and would be applied over the next couple of rounds.
-Make the reliability a 19.95 - ie the reliability check requires two 20's
to both come up.
