[HoE] [SOMEONE IMPORTANT] Doomsayer Miracle: EMP question

Sorry for the SUbject line, didn't know who to address this to.

My Doomsayer just learned the EMP miracle, and was shorting out vehicles at 
our last gaem, which frustrated the GM to no end.  Regardless, one of the 
other players thought that, unless used on a very high tech automobile, 
like a hover-bike,  EMP would only shut the vehicle down, able to be 
restarted as soon as the engine stopped turning.  His argument was that 
there are no electronics in most vehicles on the road in 2094, as they have 
been constantly repaired and replaced over the years.  He thinks that a 
basic vehicle, would have its electrical system shorted when the EMP 
happened, but then be able to be restarted despite the miracles duration.

Is this the case.  We argued that since the EMP created by the miracle is 
not a permanent condition, the miracle supports the 'Pulse' for the entire 
duration.

What's everyone's take on this...How about the official ruling?
