What you probably read (and what's confusing you) is from page 84 under
creating new Martyrs in the No Man's Land section where it states:
"Ronan Lynch, for example, is the main character of our Deadlands: The
Weird West Dime Novels (just like Teller is the hero of our Deadlands:
Hell on Earth Dime Novels)."  I could find no other mention connecting
Ronan Lynch (or his powers) to the Dime Novels in the Templar book.  As
B.D. stated, the powers he bestows are detailed on the last page of the
Marshal's section of the book (page 107).
