I think you misread that.  Lynch's powers are detailed in (IIRC) the
Marshal's Section of The Last Crusaders.

Dime novels are a series of fiction/adventure combination books put out by
PEG at a low price point (most of them are $5).  Ronan Lynch is the "star"
of the fiction in all of the Weird West dime novels.
