Sorry about the late reply--I've been out of town for T'giving...

My thoughts--like most of the game, I use what I want when I want. Most of the time, I go straight by the books, if for
no other reason than to allow players to know what the ground rules are. However, if it works better for my story plans,
I'll fudge it to fit. Rad checks fall into this category. I do them most all of the time, but there are occasions (and
the settlements you mentioned fall into those) that I "cheat". ;-)
