The idea behind this restriction was that the damaged area had been so badly 
damaged/fried/whatever that the nerves/bones/tendons/whatever needed to mount 
the cyber replacement were gone. Or alternatively, the area was affected in 
some way by the magic which damaged it as to prevent any sort of healing or 
mechanical interface (sort of a curse type of thing). The explanation offered 
by someone else that the limb is spiritually missing is a good rationale for 
this.
 
 Also, what about a Harrowed who, say, deliberately cuts his arm off for a 
 cyborg replacement version?  Obviously, the "Arm Loss" Weird Wewst/handicap 
 would have no bearing here (and I wouldn't allow it as a Marshal).  Still, 
 just as a matter of background/justification, is this possible within the 
 framework of the existing game rules? >>

Provided the Harrowed has a spirit fetter to power it, he can mount a cyber 
arm (he still can without a fetter, it just won't work).
