A power focus can be turned on and off and only cause Drain while turned on. 
In the case of a Supernatural Trait, the Trait only functions at its raised 
supernatural level while the focus is on.

The power focus can be used with any powers the cyborg has, but only one 
power can be used at a time. If a cyborg with a Supernatural Trait and 
another power wanted to use them both simultaneously, he would need two power 
focii and would have to pay the Drain for each.

 Does the drain come from the power or running the focus?
 
The Drain is caused by running the focus.

 On a side note can you legally have more than one supernatural trait?
