My take:
A skill, related to Nimbleness, "Rollerbladin'", is
required to use them (it is NOT drivin', because
rollerbladin' is nothin' like drivin' a car or
truck.). If you have the skill at 2 or higher, you
don't need a (nimbleness?) roll to put on the blades.
2x pace on even ground
1/2 pace on uneven ground (as you said)
+(pace/8)d6 damage in h2h.
rollerblade skill 0-3: -2 to shootin' rolls on blades
skill 4: -1
skill 5: +1
At the beginning of each round of combat, have the
user roll rollerbladin'. Difficulty: fair to onerous
(maybe more or less, your call).
Botch: You fall. Ouch ouch ouch! Flip a coin: Heads, 1
wound to kneesish area, tails: 6 wind.
Fail: -2 to all rolls this round relating to movement.
Lose 1/4 current pace (can be brought back up by
"speeding up", which is a fair(5) rollerbladin'
maneuver.
Success: no modifier
Success, and any number of raises >=1: +2 to all rolls
relating to movement this round. You may choose to
raise or lower your current pace up to 1/4 max, or not
at all.
With 2 or more raises on this, you don't need to make
rollerbladin' rolls this round for maneuvering. If you
would otherwise have to make such rolls, however, and
choose to not to make the rolls as per this success,
you loose your +2 but don't have to worry about a
botch.
