Yes, the same guy, though this book has a more Philip K. Dick style; The
basic idea was (and here Lethem had it easy) that as the characters
travelled, they entered different pocket realities.  In each of them the
world has suffered some kind of major disaster, but a different one each
time (ranging, say, from nukes to alien invasion).  And each one carried
some discontinuities...
Now, my idea is not to bring all of it into the game (at least not at
first), but to start with some small discrepancies to show that not
everything is what it seems -- it seems I will have two Veterans of the
Weird West (a Junker and a paramedic) and two Librarians (a full fledged
one and an apprentice), so I guess I'll start with telling them different
stories about when the disaster happened, i.e. for the Librarians it will
be, say, 2-3 years ago, and so they are still trying to figure out what is
where, who survived etc., and the Veterans will have been around for 10-15
years and think they know everything (of course, they will be wrong :)).
Then perhaps some disturbing dreams which turn out to have some effect on
reality  (e.g. having the players wake up without the stuff they lost/used
in the dream), and then move on to actually finding different realities (I
have not figured that one out yet -- I don't want to be too wild with
reality shifts, and I usually am -- any ideas?).
So, I don't want to use the whole of the Deadlands setting, but I do want
to preserve the feel of the world, the character ideas, the supernatural
explanations etc.
And ghost storms do sound well as reasons for reality shifing (of course
not as a rule -- you walk into one and you come up in a different reality,
but rather: be careful if one catches you, as you never know where you
might be when/if you get to survive it).
