It doesn't say outright, but I was under the impresssion that it was the
town's only water tower. You gotta remember that this is no longer the
old/weird west and so trains don't need water towers anymore (like the one
those chicks bathed in on Pettycoat Junction). It also states in the book
that the watertower is 40 feet in the air. Being from an old rail-town
myself (Conyers, GA) I can tell you the buildings don't get more than 3
stories high (in the rail district) and there is only one water tower. And
yes, this is a fairly populated town (30K+), so I figure Rock Springs
wouldn't be too different.

Believe me, I don't plan as using it as a handout. I just stated it
wasn't on the map. However, as the posse explores, I will have to redraw
certain things on the map for the posse (that's just how I operate), and I
can see the posse asking "Okay, and where's the water tower at?" and me
going "Ummm... it's north... er, sou... er ummm.... uhhh..." But I'll put
it somewhere. It's not like it's the first time I've had to improvise
before. :)
