[HoE] Junkers Question

Hi,

Can someone please explain Junkers to me? I want a
player of mine to eventually become one - or his
character if he can't, but I must understand 'em
first. Also, any hints on how to get him Academia:
Occult and Science: Occult Engineering along the way
would be appreciated. 

Character is Andrew Randall, the Scrawny, Randy,
Stubborn Mechanic.
