Why couldn't it be? Titles can't be copyrighted. They could be
*trademarked*, but that's different. 

I doubt FASA would put up a stink, as they've dumped Shadowrun to focus
on other projects. Decipher on the other hand... that's a whole
different barrel of monkeys...
