I think cybertech for the living was mentioned in
Wasted West, when talking about Throckmorton.  He's
not dead, but he is a cyborg, right?

I was looking through the harrowed powers in Cyborgs
and decided to go for a bad guy with the Glow Bones
power and skull clouds burned into his eyes...

That would be cool.
