all Cyborgs are, or were, Harrowed.
the short answer is you can slap a whole lot more cyberware into someone
who is dead. no need for blood, organs, ect. also, Cyborgs use AIs
plugged directly into their heads to keep them in line, and the living
don't deal as well with having a computer literally put into their brain.
also, Gash's cyberware never caught on on the legal market. so when
Cyborgs were developed, all the tech for cyberware was made so that you did
not need working blood and nerves and such. it was made for an undead body
and the effort was not really made to make it for living soldiers. The
tech was not developed. After all, Cyborg tech did not use the nerves at
all, rather the computer in the brain. Last is power. Cyborgs have a
built in power source:The Manitou. humans would require walking reactors,
and be as unwieldy as Wolverines at least.
