I haven't gotten the adventure yet, but so far I agree with you.
However, if you remember, in HOE Legend Chips are now supposed to be
disposeable. That is, once they are used, they don't go back into the
pot. I think the reward here is an attempt to alleviate the problem
caused by disposeable legend chips, namely that there are so damned few
of them that if they don't go back into the pot, the players may never
GET another legend chip. Many powers and special events require the
players get legend chips, however... mostly Templars but other
characters need legend chips to power special abilities. If they are so
hard to get and they go away once you use them, then they become so rare
that most characters will never get to activate or use their abilities
that depend on them.
I suppose we could create two types of legend chips... one-time use
chips that go away and another more permanent type that goes back in the
pot. Or you may just want to pick one method and stick to it... which
one best suits your playing style or group is up to you.
One last thing... who wrote the adventure? I've noticed that many
writers tend to have different degrees of stinginess, not just with
legend chips but with grit. For example, Goff is pretty free on giving
out grit and legend chips, and based on the kill-factor of most of his
adventures, I'd say it was probably justified. But when we went through
Independence Day (written by Shane I think... I don't have it handy) we
were all pretty ticked off that we didn't get any grit for killing such
a nasty bad-ass. Other authors wouldn't give you any grit if their lives
depended on it... ok, well, maybe thats a little exagerated, but as the
Marshall you've got to take a look at the rewards and adjust them to
your playing style and group of players.
