The Question:
  It also says each double-tap after the first suffers a -2 penalty. How do you
  do more than one double-tap in a round?

The Somewhat Confused Answer:
  not sure, I presume you can Double Tap a number of times equal to the ROF of 
  the weapon, so a automatic pistol has a ROF of 1, therefore it can fire once 
  or double tap for 2 shots! whereas the SA Commando, Sub-Machine gun, can 
  double tap 6 times!

A Modest Clarification, From My Magnificent Self: 
Sweet Jesus, no.
The -2 penalty is for multiple double-taps in a ROUND, not multiples in an
ACTION.  If you've got 3 cards in a combat round, and you double-tap on all of
them, the second double-tap is at -2, and the third is at -4.  You can't
double-tap more than once per action
