Rather than create a "special skill" I'd suggest giving the Greenie edge to the
player and running it that way. The Arcane Background rules are complicated
enough without creating special one-trick pony skills. Being a Greenie makes more
sense... somehow he wound up with a special power, and has to learn how to use
it. Creating two types of special powers... why go through all the work of making
special-cases when the rules for Greenies are already written?
