yup sorry to tell you this but they just came out with second edition 
deadlands.  In the new Deadlands instead of having levels for each hex you 
have a hex skill.  The way it works is now all your hex's are equal to your 
hexslinging level.  So if you have Hexslinging level five, all you hexes are 
level five.  You get one hex for every level of hexslinging you have and you 
can buy more with the Additional Powers Edge (2).  This is the basic jist of 
it, if you want to know more pick up the second addition rules.
