[HoE] The Junker Question



Okay, no one replied last time, so I'll pose this question again.

This starts off with a bit of a story.

One day I was watching a future technology show and I saw what could best be 
described as a 'mechancial running armiture'.  It was a frame that you 
strapped into, with a large backpack and leg straps (nothing over the front 
of your torso or your arms, that was designed to make a human being run 
faster.  The backpack, which was unpowered BTW, contained a sophisticated 
elastic energy saving system, the result of which was, when you strapped 
your legs in, and ran using the frame (on a pair of digitigrade legs that 
kept your feet off the ground by a good foot and a half), the energy you 
wasted on each step was stored in the elastic, and used to drive the legs 
forward again, resulting in a net increase in speed.

I wanted to make a junker item like this.

Essentially it was a running machine, albiet, a whole lot cooler than the 
one in the show.  Think something that would allow you to run at massive 
speeds for a long time, only tiring the driver out like a normal run.

Problem is, if I make an item with Locomotion, and make it a walker, then 
the powerplant is just a ghost-rock consumer like always.  The Junker might 
as well sit back and let the machine do all the work.  Does anyone have any 
suggestions as to how to make it something that the Junker spends a bit of 
energy on, instead of using only G-rays?  I was thinking that the Drain 
could be split by half, the other half draining Wind from the junker, and 
when at walking speeds, it is just a walking frame, unpowered, and going 
above something like 20 mph is when the engine kicks in for a little extra 
boost.

So, in synopsis, here's the question.

Does anyone have an idea how to compensate for the fact that this isn't a 
purely engine driven machine (like a car), and requires that a portion of 
its energy come from the user (like a bicycle powered ultralight)?

Also in synopsis, here are the options I have so far.

1) Make the item gain half of its Drain from the Junker's wind, and the 
other half from the Ghost Batteries.

2) At a certain speed, say, 0-20mph, the engine shuts off, drains no ghost 
batteries, and the walking is purely by way of the user.
