Not sure what you mean?  If it's ripped up _before_ the battle begins, then 
the BHs aren't going to gain a benefit from it.  Great, they die even 
quicker.

You could arbitrarily say, "Oh, 80% of the Vests were ripped up during the 
battle."  But since Vests only cover the Chest areas, players are going to 
_know_ where their shots are going.  Not to mention that now the system is 
statted to some degree, so your players are going to try and take advantage 
of it.  An arm/leg shot isn't that difficult, and six Wounds to the arm/leg 
can take you out of a battle just as much as six Wounds to the head/chest 
(it certainly does if you use the simplified combat system).  Unless you're 
using Harrowed Black Hats, of course, but I'm still waiting on the cyborg 
rules to some degree on that...

Actually, my players already do this anyway.  Economic concerns aside, why 
risk an armored chest shot with your gun when you can take the penalty and 
get the better damage?

*shrug* I guess I'm not seeing why any of the suggestions (consistently 
devaluing Vests everywhere to the value of, say, a Large Knife via Glutting; 
tossing in more emphasis on hit location and bookkeeping; having BHs burn up 
towns that buy Kevlar Vests, etc.) make more sense than...

...ignoring the word "Scavenged" in the BH entry and assume that the 
standard Throckmorton policy of rigging guns and vehicles apply to armor as 
well.  As someone noted, if anyone has stable C-4 (and that's the explosive 
in the guns and vehicles anyway, ain't it?), it would be the Combine.

Granted it's arbitrary devaluing, but at least it's internally logical with 
Combine tactics to date.
