 the assumption (and fairly correct for untrained shootists but really not so 
for people who would allready have a 3 or 4 in shootin') is that if you are 
firing off a burst of a weapon- even your first shot will be more inaccurate 
due to simply the adjustment of the firing mechanism.  At least that sounds 
like a reasonable explanation.  I think it may also be a reason for ammo-rich 
posses to keep their guns on single shot and don't go "shootin up the place"
