Can a Doomsayer use Touch of the Doomsayers on himself?

There's nothing that really suggests in the description (basic book or CotA) 
that he can't.  However, two things suggest that a Doomsayer might not be 
able to:

1) The description kinda sound like you _must_ use it on someone else.   A 
fair degree of concentration is implied, as if the user were one step 
removed, if it were.

2) Pinnacle is usually pretty emphatic on which healing-type abilities can 
be used on yourself - they are not in either of the TotD descriptions.  
Granted they're not emphatic as to whether you _can't_ use it on yourself 
either.
