Gun stores. Martial Arts suply stores. Surplus Stores. Warehouses for
mail-order catalogs [U.S. Calvary. Sportsmans Guide. Sporter's Catalog.
Cabella's, et cetera.], Renaissance Festivals. Costume and accessory
stores that cater to Ren Festivals [there's a couple in my town].
Knifesmiths. General Merchandise Outlet Stores. Put out the word to
survivors, scavs, and wasters; the Templars will pay for any sword you
find [provided it wasn't from a Templar. the you're just dead]. Put out
the word to other Templars; bring back any sword you find while you're
out walking the wastes and helping people. See a guy with a sword, ask
what he wants for it, take it back to Boise when you report in after
your year walking the wastes. Not all Templars use a sword as well. Just
about any HTH weapon will be blessed by Simon.
As for combat-effective, well, that depends on your opinion. A katana
whose steel has been folded a thousand times is rare, because there's
not a lot of demand, they're expensive [I checked. I wanted one until i
saw the some-odd thousand dollar price tag], and there aren't a lot of
weaponsmiths around that can take the time or have the skill to make
one. Personally, I have a sword made of 440 steel [made by the same
company that has made machetes for the military], which was relatively
inexpensive, that has a very nice edge on it. I've cut myself a couple
times when I wasn't careful. Got a nice white scar to show for it too. I
would dare say that it would be enough to take someone's head off,
provided that you manage to hit between vertebra. Were it a Claigh Mor,
that woudn't matter.
