[HoE] [hoe] Flare
This is one of 15 new hexslinger hexs I've designed for my hoe
Lawdog/hexslinger. Please comment.

The hexslinger with this hex can temporarly turn any gun into a
flaregun. Bullets fired from the gun burst into phosphorus flames
shortly after leaving the gun. In addition to the standard uses of a
flaregun (singling for help, or to show location), this hex can also
be used in combat situations to set a target on fire or set off
explosives.
