I would tend to be very careful about such things,
myself... unless they had an amazing idea, sight
unseen, about their character, I'd tend to suspect they
were just after the points. Without a good backstory
(written prior to character generation, preferably),
I'd probably invoke Marshal privilege and slap them
with a Veteran of the Wasted West draw as well (no
additional points, though). After all, if they were
already a Weird Veteran, they must have experienced
enough of the Wasted West to have been affected by it
as well, neh?
