[HoE] Accumulated Rulings updated

The latest updates to the accumulated rulings are up in file format.

Wes is working on incorporating the updates into his web site at

Two new things - I've started on the Brave New World rulings - right now
there are two items - mostly a few thoughts that Matt is working with on
what BNW will be like.  I'm working with Wes to see if he'll be putting
this up on his web site also.

And the Great Rail Wars rulings are under the directory and name of GCGRW,
for Grim Crusade - Great Rail Wars.
