No. Junkers build from scratch every time--blueprints wouldn't do them 
much good, since a lot of how they build a device depends on the 
individual tech spirit they entice into it (more detail on all this stuff 
in the upcoming Junkers sourcebook, out in a matter of weeks). So as a 
result, Stability (also covered in the Junkers book) and backlash would 
differ each time the Junker made the device, even if he attempt to 
exactly duplicate what he's made before.
