According to Wasted West Witch Rules (possible semi-spoiler?), it's TN 3 in an
active GR mine, 11 in a ruined city, 13 in Junkyard and other active cities,
and pretty much unavailable anywhere else.  It says, however, that it can be
bought for about $10 bucks an ounce where it's available.
