A couple of reasons:

-Because it's cool.  What better to drive around the Wastelands than a
rusted 57 Chevy Pickup Truck?

-All those fancy-smancy high-tech vehicles would be rendered useless with a
high dose of EMP, leaving the good old combustion engine around

-I'm not sure if vehicle technology will make that type of quantum leap in
the next 100 years.  While there have been all types of fancy advancements
in engine technology in the past 100 years, the basic mechanics are the
same.  I don't read a lot about any major research being done that are
looking at startling new technologies (the biggest one I can think of is the
electro-mechanical transmission the army is working on for tanks)  I really
haven't seen much in the line of electro-magnetic propulsion in a while,
either.
