The book in question is "Snow Crash" by Neal Stephenson, and its one seriously
kick-ass book... it's a required read for any Cyberpunk campaign.  And yeah,
carrying around a Tac Nuke rigged to a heart monitor in your sidecar might be
an interesting way of keeping your PCs from just shooting everything that
moves.

I've also read Stephenson's "Zodiac", and that one was a great read as well...
wonderful stuff on eco-terrorism and chemical pollution.
