That would be my call. If you already have the arrow knocked, it would take 2
actions for fire it normally, or 1 to shoot from the hip.

Nope. It's its own skill (listed under Deftness).
 
 3.  If it takes 1 action to get a arrow, can you Quickdraw
   the arrow, or would you Speedload the arrow? >>
I'd say Speedload.
