Mexico, for the most part. It was part of the CSA before and during the 
war (the border between the USA and the CSA ran up to Lost Angels, with 
the San Diego area being south of that). Mexico invaded and occupied 
SoCal for a good portion of the war.

It's worth mentioning that San Diego per se doesn't exist in HOE--it went 
to the bottom of the Maze in the great quake of 1868. That doesn't change 
the fact that by 2081 SoCal was as densely developed in the HOE universe 
as it is in the real world, so there are plenty of other coastal towns 
and small cities in the area you could base a campaign out of...
