[HoE] Skyer ques (what else would there be?)

Okay, here goes a skyer power question.
How would I make it so an evil syker makes it appear to everyone who sees
him that he is this big evil nasty monster, lets say something SIMILAR to
the violator from a particular comic book series. Then he could use aztec
surprise as an attack and not have it look like a syker. Get what I mean?
EG: Pretend ot be a horrid monster so the locals are afraid, and the fear
level goes up.
Would that be HALLUCINATION or SKINWALKER?
Also on skinwalker: what about rules for just changing your appearance, not
necessaily to a particular person?
Here's a last thought: making some harrowed powers that help skyers
(kinda like how hucksters got em in the Book O Dead)
