I don't know about that influence thing.  One of the reasons there aren't a
lot of Blessed in HoE, according to the rulebook, is that most people have
completely lost their belief in God, including Blessed.  It's kind of hard
to maintain your faith in a benevolent higher power when he allows the Four
Horsemen of the Apocalypse to waltz into the world and kill just about
everybody.
