I think you mean, if you fail a healing roll on a maimed limb, then it's
permanently maimed.  

If the wound isn't that bad, then if magical aid doesn't help you should still
roll for natural healing when appropriate.  However, some damage inflicted in
special cases specifies that it can "only be healed by magical means".  In all
cases, the GM has the final say.
