purely for game balance, i'd say

<breath>, ahem. theres no way i want a character running around with all 
that weaponry in an AFV, with a HI Damnation and 300rds of caseless 
ammo. 'course, the tricky part is justifying why he can't. maybe his 
chip tried to go off, shorted but didn't explode. the short stops him 
being able to use chipped gear, and MAY explode at a later time. problem 
is, pulling this stunt once is okay, after that it gets a bit 
implausible. unless of course theres a common fault on the chips that 
causes this short 1 time in 1000 - yeah, that could work.
