If he wants to use both weapons in one action, it's -2, -2.  If he only
uses one, no penalty (aside from not being able to do stuff that requires
two hands, like *RELOAD*!).

Uhh...no.  That'd be illegal; besides, we all like Shane too much to take
food out of Caden's mouth (right guys?).
