[HoE] Drawing a bead/automatic weapon fire [Hal, part II]

Okay - both ToT77 and Law Dogs say that you can not draw a bead or make a
called shot with automatics.  Fanning is different - both books say that
you can make a called shot/draw a bead with the first shot only.

Now - it's been ruled that you can make a called shot/draw a bead with
automatics in Hell on Earth.  

Interpretation - technology improves.  The clunky, unreliable Mad Scientist
weapons just aren't stable enough to allow for accuracy.  Now - in Hell on
Earth where the technology has advanced, the weapons are capable of being
aimed with that first shot.
