All character types from DL still exist in HoE, albeit in smaller doses. 
theres even a piccie of a huckster blasting a greebo in the rule book. 
the manitous are still out there for the huckster to battle - i don't 
know where you got the impression they weren't.

sadly - the above statement has one exception -  for mad scientists, the 
manitous ain't talking to them anymore - guess their work was done after 
the bomb.
