Haggis game 93 is accepting players.

I'm using the refactored version of the code.

I have added a new rule type.  I'll leave the details as a surprise if
gets selected.

The "1 of each card type" rule can now be a penalty, so playing based on
the assumption that it is there won't work so good.

For the same reason, I have removed (actually set the probability to zero)
the "first submitter" rule.  I wanted to remove the rush to submit based
on the assumption that one might get a bonus, but a penalty didn't seem
like a good idea either.
