One of my suggestions was that the rules be the same for everybody,
but the colors were different.  So the rules would be:

1: X is worth 2
2: Y is worth 3
3: For every set of 3 X's, one Y is multiplied by 3

BUT

For me, X=red, Y=blue and for you, X=blue, Y=red

This way, there wouldn't be a hording of a particular color by the
person who happened to be dealt the key rule.  Well, there would be,
but that would be ok because that rule would reference a different
color for each person.
