This is not true.  Here's how the basic card values work now.  First, every card is assigned a value in the range -1 to (number of cards) + 3.  No card will share its value with another, and no card 
is worth zero.

Next, one card is assigned the rule showing its basic value.

For the second card, and on, the server assigns the rule to be relative to a previously assigned card or given a basic value rule.  So, there can be more than one basic value rule, and there can be 
chained relationships.  "blue" is worth "red" plus 2.  "orange" is worth "blue" plus 1.

Finally, from the third card on, the previously assigned cards are examined to see if there is an arithmetical match for this new card's value.  If so, there is a chance that that "multi" relationship 
will be used as the rule for the third card.  Or, it can get a "relative" rule or a basic value rule.
