I'm a little confused, the weapon spreed rules were
dropped in the Revised Edition books, which are the
most recent.  What it comes down to is a SA can fire
every action (as long as there are shots left).  A DA
can fire twice every action with a -1 applied to the
second shot.  

Yes, I think I made a mistake in one of my quotes. If I remember correctly
before the ROF rules a SA could fire one shot on one card with a -2, or fire
a shot an two cards with no penalty. A DA could fire one shot per card with
no penalty, but could not fan.

Where are you coming up with the -1 applied to the second shot of the DA? I
haven't seen that in the new rules.
