My childhood was spend in southern Saskatchewan and while there wasn't much
snow (never enough snow for the farmers) there was always a wind-chill of
somekind which makes it seem much much more cold (minus 100 degrees C with
the windchill is something I have heard a couple of times).  So cold
actually that cars freeze, people and livestock die from exposure and any
exposed skin freezes in a matter of moments.

Now I live in Southern Ontario and while it is a bit warmer there is so much
more snow!  Ah well, I'll escape a winter one of these days.
