Two things:

1) Ritual rolls. he doesn't just smoke and get Appeasement. He needs to roll
for it.

2) I'm not sure about this one as I'm not sure if nicotine occurs naturally
in tobacco, but if he's smoking for an hour straight daily, you should be
having him make Vigor rolls. Failure would likely indicate that he suffers
some effects of nicotine poisoning with a bust giving him an Ailin' or
dropping his Vigor die typoe (with corresponding Wind decrease).

Also, let him get as powerful as he wants. You know the price for that
"extra bonus" Ghost shamans get, and it ALL goes to you :) .
