Full Thrust has already been adapted for ACW naval
warfare. It was called 'Mudslide Thrust' and should be
in the digests somewhere at
http://lists.firedrake.org/gzg/

There was a relative of SGoM called 'Ironclads and
Etherflyers' that did include everything from
submarines and mechanical moles to spaceships.

There are a variety of ACW rulesets available. The
Ironclads list on Yahoo is another good place to
start.
