Wooden Ships & Iron Men (Avalon Hill, long OOP) might fit the bill, but it
would take some work. The information and the ships are mostly from
earlier in the century, and even from the 18th century, and I don't think
steamships are covered at all, for what that's worth.

Or watch for Savage Worlds and see how it might handle naval combat. It
will probably be pretty quick, and all that, but it sounds like you might
be looking for something with a little more detail.
