I thought about the power issue, too, but I'm not sure what to suggest. It
seems to me to be a very powerful hex, given that Hunting Grounds portals
are typically at some locus of power (or somewhere significant, anyway).
Perhaps if you take some of the variability you wrote and built into the
increasing hands, but with a lower starting point. At 2 Pair you get the
portal, but have no control as to its destination (Plot Device!). At a
Straight, you are sort of near where you intended. At a Full House, you
are exactly where you intended. A Straight-Flush puts you where you want
to be, and lets you close the portal at will. (In that case, I would
change the duration to Concentration.)
A Royal Straight Flush, and you just created a brand-new, permanent
gateway between where you are and where you were trying to get!
Or something, perhaps, along those lines.
